Day Trip
In Interlaken and open from April, a half-day excursion to Harderkulm (1322 m/4337 ft) is a great day out and a remarkable Interlaken vantage point. The mountain is smack between the lakes of Brienz and Thun and from there feast your eyes on the great mountains of the Jungfrau region, the Eiger, The Monch and The Jungfrau.

The lake's there, heck the name Interlaken even gets its name from its proximity to these beautiful bodies of water. What a great way to visit the towns of Thun and Brienz to name but two.

Railways
The highest railways in Europe are, reportedly, those owned by the Railways of the Jungfrau Region. This super sightseeing train takes you all thought the Jungfrau region and spring and summer is a great time to ride it. They have an office in the town center where helpful and knowledgeable people will help you decide and buy your most price-advantage ticket. Use it to see all of the villages in the Jungfrau region, including but not limited to Wengen, Murren, Grindelwald and Lauterbrunnen.

Hiking& Walking
There are plenty of well-marked trails for hikers in Interlaken and nearby resorts as these are suitable for all ages and all standards. There are even paved footpaths along Lake Thun and Lake Brienz that are suitable for wheelchairs, strollers, and baby carriages.)

Sightseeing
I would stay in the Jungfrau region to do my sightseeing from Interlaken, regardless of the weather. This especially if my visit is short. There are still boat trips around the lake, train trips to Grindelwald, Murren, Wengen and Interlaken. Heck you can even visit Sheidegg during those days. Wonders never cease, even when it rains.

Jungfraujoch
And then there is the creme de la crème the Jungfraujoch, top of Europe at 3454 meters. As the highest railway station in Europe just being there is worth the effort. Nonetheless things that await are ice caves and other active pursuits. Cheap train tickets are available for early bird risers.

Interlaken is the city/resort in the Jungfrau offering,
and as such it offers probably the widest range of accommodation.

This does not however hold true in winter as many of the hotels close for the period.  The ones that remain open however tend to be quite good value when the snow flies. You might look into that. The Jungfrau Region trains run from Interlaken and connect directly to any of the ski areas on the lift map.  Trip duration if memory serves is about thirty minutes. Although many of the hotels close in winter there is still ample action to occupy your time during the non-ski hours too.

However it is really in summer when this famous city by the lake takes on its best hue.  Everything you could possibly ask for to indulge in is available, except summer skiing and beach life.

Still all this information does not preclude you giving the city a look-see to use as a base for your downhill operations. If you are travelling to the Jungfrau Ski Region by train, Interlaken is the place you will arrive.  From there the Jungfrau trains will take you to your chosen resort.
